Summary
LegisCheck.eu checks publicly accessible websites and e-shops against obligations under EU law: consent and cookies under the ePrivacy Directive, information duties under the GDPR, provider information under the e-Commerce Directive, consumer-law duties of e-shops and transport security. The free basic check (EU-LC-F0) loads the home page and up to four legal subpages like a visitor on a mobile phone, records cookies and third-party requests before and after a click on "Reject", and reports each result with its legal basis. A result without findings receives a certificate of the check, verifiable for one year. One-off technical audits cost €79 and €199 excl. VAT.
Best for: Operators of EU websites and e-shops who want a free, evidence-based first check of several areas of EU law, not only cookies.

Pros and cons
Pros
- Free basic check without registration covers more than cookies: privacy-notice content, provider information, e-shop consumer-law duties, price-reduction rules and HTTPS
- Consent is tested in three states (before interaction, after "Reject", banner re-opened), with Accept and Reject buttons compared from computed styles
- Each check is tied to a legal source in a catalogue of 896 EU obligations relevant to websites
- A check reports a shortcoming only after reaching at least 95% precision in two tuning rounds; less certain results are labelled "possible shortcoming"
- Fees published up front: basic check free of charge, technical audits €79 and €199 excl. VAT, one-off, no subscription
- Certificate of a check with level code, methodology version and SHA-256 fingerprint, verifiable via QR code for one year
Cons
- No consent banner (CMP) of its own
- Generators for privacy policies and terms are planned but not yet available
- No continuous monitoring; a new basic check can be started at most once every 24 hours
- Web interface in English and Slovak only; accessibility is only recorded at a basic, informational level in the free check
In detail
LegisCheck.eu is a checker, not a consent tool. It looks at a website the way a visitor would and compares what it sees with a catalogue of 896 obligations under EU law that are relevant to websites, each with its legal source. The free basic check, level EU-LC-F0 (TA-S · Automated Screening), needs no registration. It opens the home page in a clean browser profile from an EU address with a normal Chrome-on-Android identity, reads up to four subpages (privacy notice, imprint or contact, terms, a product or withdrawal page) and tests consent in three states: before any interaction, after "Reject" and with the banner re-opened. It records cookies, local storage and third-party requests, compares the Accept and Reject buttons from their computed styles and checks that tracking stops after a refusal.
Beyond cookies, the same check covers the content of the privacy notice (controller, legal basis, retention, rights, complaint to a supervisory authority), provider information under Art. 5 of Directive 2000/31/EC, e-shop duties under the Consumer Rights Directive such as withdrawal information and the model form, the prior-lowest-price rule for discounts, HTTPS and certificate validity, and selected points of the Digital Services Act and the AI Act. Basic accessibility signals are recorded for information only. National legal acts are applied per region; 17 countries are checked at launch.
A check reports a shortcoming only after it has reached at least 95% precision in two tuning rounds; until then it reports a "possible shortcoming". Each result states that it is an automated technical check at the stated time, not a legal assessment. A result without findings receives a "Certificate of a check against EU law requirements" with the level code, methodology version and a SHA-256 fingerprint of the check record, verifiable via QR code for one year, plus an embeddable badge.
Two paid levels are announced: the technical audit EU-LC-T1 (TA-G · General Obligations, €79 excl. VAT) and EU-LC-T2 (TA-GS · General + Sector Obligations, adding sector rules and accessibility, €199 excl. VAT), both one-off with an HTML and PDF report. The web interface is in English and Slovak. LegisCheck provides no consent banner of its own; generators for privacy policies and terms are planned but not yet available.

Verdict
LegisCheck covers the widest range of EU website obligations in a single free check and ties every result to a legal source, which puts it first on our criteria. It is a checker, not a consent tool: a consent banner and policy texts still have to come from elsewhere.
